The Tax Department’s Consumer Bill of Rights Regarding Tax Preparers describes your rights and contains essential information about how to protect yourself when hiring a tax return preparer or facilitator.

Tax return preparers and facilitators must:

  • Post Publication 135.1, Consumer Bill of Rights Regarding Tax Preparers, and

  • Provide a free copy of Publication 135, the Consumer Bill of Rights Regarding Tax Preparers, or the New York City Consumer Bill of Rights before any discussions.

The Tax Department maintains a searchable database of persons who have registered with us as tax preparers, refund anticipation loans, or check facilitators. You can search the database to see if your preparer has registered:
